Which of the following most accurately describes the problem?

THERE was a slight drop in the number of London Transport bus crews attacked by latenight hooligans in 1966, compared with 1965, but the average number of attacks was about 400 a year, announced Mr. Alan Thomson, national bus secretary of TGWU, on Tuesday.

A joint memorandum is to be prepared by the TGWU and London Transport for submission to the Home Secretary. Said Mr. Thomson: "We shall be asking for the co-operation of the police where these assaults are most prevalent. We shall also be asking that magistrates should show more responsibility in carrying out the law when these hooligans are caught."
