TO ensure that the context and standards of training are relevant to the industry's needs, training boards will have to draw up a manpower budget. They will have to balance their estimated requirements for different occupations and different levels against the numbers already being trained, said Mr. J. L. Kennedy, of the Ministry of Labour Employment Exchange, this week.
• Addressing the Humberside section of the Institute of Transport in Hull, Mr. Kennedy said that in drawing up such a budget a board will have to ask itself:— Where and how acute are shortages? For what skills will there be increased demands? What will be the effect of technological changes? What allowance will need to be made for wastage?
