Which of the following most accurately describes the problem?

SPOT checks on lorries are being carried out by

members of the Vehicle Observer Corps as part of an expanded programme for vehicle security in 1967. They will note the registration numbers of' all commercial vehicles passing various points, then compare them with the list of stolen vehicles.

Idea is to gain valuable information about the direction in which receivers of stolen goods may be located. The time at which the vehicle is spotted will also help to establish the actual time of the theft where the driver is unable to give accurate information.

Details collected by the spotters will be used only for these purposes and will subsequently be destroyed. Spotters who find a stolen vehicle may qualify for one of the rewards that are offered.
