Which of the following most accurately describes the problem?

VINES totalling £120 were imposed upon Charles Lee Brookes, Park Garage, Pulford, near Chester, by Chester Castle magistrates, last week, on six charges of attempting to obtain payment for oil fuel in excess of the amounts supplied.

Mr. M. A. B. Smith, prosecuting, said that Brookes had a Power Petroleum agency and his customers included drivers of Miers Transport; Ltd., Wolverhampton. A driver called at the garage in October and was asked to sign for 21 gallons when he received 19, and 22 gallons when he had 20. The driver reported the matter to his employers.

Brookes later admitted to Det. Insp. Rimmer that he had been "rather foolish," but stated that he did not commit the offences for financial gain. He wanted to sell the garage and give the impression of having a good agency.

Mr. F. A. Meyer, defending, said that drivers were told to lay a trap by signing receipts and accepting cigarettes. Brookes had been led "up the garden path."

The chairman said that it was intended to deter other persons from committing similar offences.
