Which of the following most accurately describes the problem?

• Transport for London (TfL) has agreed to a number of concessions for hauliers after it failed to set-up hundreds of payment systems in tlme for the first day of charging, leaving over BOO operators facing fines.

Last week, the transport group informed operators in the automated scheme that their direct debits may not be activated until 9 March. This meant their registration would not be complete in time for the start of charging. After consultation with the Freight Transport Association, TfL has agreed that, until it has rectified the payment problem hauliers will be offered certain concessions: • No vehicle registered on the fleet scheme before 13 February, and in the interim fleet payment system, will receive a penalty notice.

• Operators do not have to pay up front, but can pay retro spectively against a single or weekly invoice from lit.

*The invoice will be based on the operators' estimate of vehicles going into the zone for the period of this interim solution.

• For the duration of the interim solution the charge will be £5, not £5.50 as normally required by the automated system.

A spokesperson for TfL says that 1,280 companies with 95,000 vehicles have successfully registered: however, it has only managed to set up 450 direct debit systems: "We have apologised for the inconvenience. There was no one reason for this; we didn't make the arrangements in time.

"Instead of rushing the setup, we decided to put an interim scheme in place so that companies would be clear about payment for the first month."
