The European Communities (Rights against Insurers) Regulations 2002, CIF 19 January 2003. These regulations give effect to Article 3 of the Fourth Directive. They confer to residents of the EU a new right to issue proceedings against the insurer of a person responsible for an accident in the UK.
The Motor Vehicles (Compulsory Insurance) (Information Centre and Compensation Body) Regulations 2003, CIF 19 January 2003. These regulations give effect to Articles 5,6 and? of the 4th Motor Insurance Directive, establishing a UK information Centre and detailing the information to be kept.
The Road User Charging and Workplace Parking Levy (Net Proceeds) (England) Regulations 2003, CIF 17 February 2003. These regulations make provisions for charging authorities to determine the net proceeds of charging and levy schemes.

The Road Traffic (NHS Charges) Amendment (No. 2) Regulations 2002, CIF 1 January 2003. Increases the charges for She
treatment of road traffic casualties in two stages—the first being a 24% increase from 1January and the second increase of 2% after 1April.
The Road User Charging (Enforcement of Charging Scheme Penalty Charges) (England and Wales) Regulations 2402, CIF 1 January 20413. Provide that road-user charging scheme penalty charges shall be recoverable as if they were payable under a county court order. These regulations will apply to the Durham road-user charging scheme.
The Functions of Traffic Wardens (Amendment) Order 2002, CIF 2 December 2002. Allows traffic wardens to stop moving vehicles for testing and escorting abnormal loads. Removes prohibition of traffic wardens directing traffic from a moving vehicle.
The Goods Vehicles (Licensing of Operators) (Fees) (Amendment) Regulations 2002, CIF 1 December 2002. ncreases licence fees by 5e,.
The Road Vehicles (Registration and Licensing) Regulations 2002, CIF 30 November 2002. Revoke and consolidate, with amendments, the 1971(GB) and 1973 (Northern Ireland) regulations to provide one set of UK-wide regulations.
The Vehicles (Crime) Act 2001 Commencement No.5) Order 2002, CIF 29 November 2002. Brings into force Part 2 of the Vehicles ( Crime) Act, which sets up a system for registering number plate suppliers in England and Wales.
The Road Vehicles (Display of Registration Marks) (Amendment) Regulations 2002, CIF 22 November 2002.
Amends existing regulations to prohibit the use of a number plate with a patterned or textured background, and make special provisions for certain imported vehicles in relation to the size and spacing of characters on Me number plate.
The Motor Vehicles (Driving Licences) (Amendment) Regulations 2002, CIF 14 November 2002. Amends existing regulations to introduce a hazard perception test as part of the theory test and increases the theory test fee by £2.50. The new test includes film clips containing developing hazards; candidates will have to identify the hazards as they appear on screen.
The Removal and Disposal of Vehicles ( Amendment) (No.2) Regulations 2002, CIF 2 November 2002. Allows civilians designated by a chief police officer to be conferred the same powers as traffic wardens, in relation to the removal and disposal of vehicles in England.
The Driving licences (Designation of Relevant External Law) Order 2002, CIF 1November 2002. Allows vocational driving licences issued in Guernsey to be exchanged for the con-espending British licences.
The Vehicles (Crime) Act 2001 (Commencement No 3) Order 2002. The Motor Salvage Operator Regulations 2002, and The Motor Salvage Operators (Specified Offences) Order 2002, CIF 21 October 2002. Introduces new powers in England and Wales requiring salvage operators to register with local authorities, to satisfy criteria and keep records.
Road Vehicles (Testing) (Disclosure of Information) (Great Britain) Regulations 2002, CIF 15 October 2002. Complete the transposition of European Directive 2000/30 allowing the Secretary of State to give information obtained in the course of testing and inspecting CVs to be passed to the competent authorities in other member states, Northern Ireland and Gibraltar. The Driving Licences (Exchangeable Licences) Order 2002, CIF 20 September 2002. Enables a person holding a nonHGV driving licence for specific categories issued in the Republic of Korea and Monaco to exchange it for a corresponding British one.
The Road Vehicles (Registration and Licensing) (Amendment) Regulations 2002, CIF 18 September 2002. Amends regulations to make examination of a vehicle mandatory in specified circumstances before a replacement registration document is issued, to satisfy the Secretary of State of the identity of the vehicle. It also requires the surrender or destruction by an insurance company of the registration document on a charge of ownership where there is substantial bodywork damage and where either the owner's insurance does not cover that damage or the owner is an insurer.
