Which of the following most accurately describes the problem?

• A driver who has been unemployed for seven months is going to jail for non-payment of a £300 overloading fine.

Today (20 February) Edward Maguire of Plymouth starts a 14day sentence for failing to pay a fine for being 355kg overloaded in December 1990.

Maguire maintains his former employer Plymouth-based D&P O'Leary Building Contractors should settle the fine, But O'Leary says it has already paid a £500 fine for the incident, and that Maguire, as driver, was responsible for loading the vehicle.

Maguire is afraid the sentence will make it harder than ever to find work at the age of 58: "I was penalised for carrying the equivalent of about one scoop full of rubbish from a digger," says Maguire. "People who go out drinking and driving seem to have got fined less than I was."
