Which of the following most accurately describes the problem?

The DTp virtuously cites road safety as the main motive behind truck speed limiters, and manages to keep a straight face while admitting: "As yet robust quantitative relationships between speed and accident frequency and severity are not available." In other words there's not a scrap of evidence that speed limiters have any effect on road safety. In the final instance it doesn't much matter if speed limiters are introduced to save lives, to conserve energy or to boost the Dip's image. Neither does it • 1 ly matter if the regs are drafted in London or Brussels. IN liat does matter is that the rules must be clear, they must be practical and, above all, they must be fair to hauliers from Bangor to Berlin. That is not yet the case, and with six months to go time is running out.
