Which of the following most accurately describes the problem?

• A year of great activity and important developments is forecast for the Institute of Road Transport Engineers in the secretary's annual report. Delivered to the South London centre on Thursday, and subsequently to be given at the Institute's other centres, Mr Fletcher's report takes a look at some of the landmarks expected in the 25th anniversary year.

Of great importance to members is the achievement of a national qualification and title for corporate members. The outcome of the discussions, reports the secretary, appears to be that there will be a joint register with the CEI of three national titles for engineers—C.Eng. (already well established), R.Tec.Eng. and R.Tec. Corporate members will be entitled to R.Tech.Eng. Also, qualifications will be primarily academic achievements, but there will be recognition of responsibility and experience. There will be a possible opportunity to move from one title to the next without necessarily meeting the minimum educational requirements.

A decision is also expected in this anniversary year on the new articles and the new title for the Institute.

The special events of the year will include the conference on May 1 and 2, with the theme "Design versus operation"; an anniversary luncheon in London on May 18, the day of original incorporation, with Lord Stokes as principal guest: and a visit to France in July which promises to be oversubscribed.
