The present limit of liability of £100 per package would be raised to about £270 with a provision for higher limits to be agreed between parties if the Bill is successful.

The Bill has particular relevance to goods carried in freight containers which, unless all individual contents are listed separately on the bill of lading, are still counted as single packages. Provisions are included in the Bill to remove the doubts about the classification of a container as a single package.
