Which of the following most accurately describes the problem?

• Further moves affecting a merger (first revealed in CM April 25 1969) between the Scottish Commercial Motormen's Union and the Transport and General Workers' Union took place at Ayr this week when a joint meeting of leaders agreed proposals for submission to the memberships. If there are no further snags, a merger could take place within about six months.

It is understood that the Scottish Union wishes to retain its driver membership as a separate entity, whereas the TGWU—itself undergoing some structural changes—may jib at the formula proposed by SCMU. A ballot of the Scottish Union's membership is likely to be held in the autumn and the general secretary, Mr. Alex Kitson, is reportedly optimistic that his members will approve the merger. The Ayr proposals will be presented by Mr. Jack Jones. TGWU general secretary, to his executive.

Political issues are raised by this merger possibility, for Mr. Kitson is a member of Labour's national executive and is also treasurer of the Scottish TUC. Retention of his seat on the Party executive is unlikely to be opposed by Mr. Jones, who has received some notable support from Mr. Kitson in opposing the Government's prices and incomes policies.
