Which of the following most accurately describes the problem?

• Mr. R. W. Freeman, European services manager. Containerway and Roadferry Ltd., told the London division of the Industrial Transport Association on Tuesday that the "kangaroo" system used in France and Italy was losing traffic to cellular ships and containers. The equipment was too heavy, he said; it required special terminals, which were more costly than container terminals and, in fact, investment on the Continent was now going into container terminals.

France and Italy were the only two countries left in the system, he said. "Many people in these countries will require to continue to use it because they have been lumbered with the equipment."

Mr. Freeman advised the members, some of whom were manufacturers in both the UK and Europe, that if they were not already involved in Continental transport they should make use of the professional. Referring to North Atlantic traffic, he said that it had been estimated that six ships on the LASH system could handle the entire North Atlantic cargoes.
