Which of the following most accurately describes the problem?

• The Quarry Regulations 1970 were laid before Parliament, on Friday, by the Minister of Technology.

They are aimed at reducing the number of accidents involving these vehicles, which at present account for more than one-third of all fatal and serious injuries at quarries.

The regulations, which have been made under Section 141 of the Mines and Quarries Act 1954, will take effect from April 29.

They will apply to all mechanically propelled vehicles forming part of the equipment of a quarry, with the exception of ropeway vehicles and those on rails, which are already subject to other regulations.

Matters dealt with in the new regulations include careless driving, overhead obstructions, traffic signs, audible warning instruments, artificial lighting, the appointment of drivers and safety devices for use with tipping vehicles.

They will also require managers to'make rules to secure compliance with the regulations in the manner appropriate to each particular quarry.

A booklet will shortly be on sale from HMSO explaining the application of the regulations and containing advice on the matters which will have to be dealt with in managers' rules.

The regulations specify that no quarry vehicle or trailer equipped with a tipping body shall be used unless it has devices for keeping the tipping body from collapsing from the raised position, the devices to be independent of the tipping mechanism.

They also lay down that a person using a vehicle or trailer equipped with a tipping body or tipping gear shall take precautions, including where necessary any safety devices provided by the• quarry, at every place at which the vehicle is unloaded, to prevent it from running away, falling or overturning.

No one under 17 will be able to drive a quarry vehicle or unless appointed by the appropriate person at a quarry. Drivers undergoing training must be under the close personal supervision of a competent person.
