Which of the following most accurately describes the problem?

licence

• The National Association of Furniture Warehousemen and Removers have recommended to their members that they should advance their drivers the money for the initial test fee and medical fee for the h.g.v. driving licence, but that drivers should undertake to refund this money if they leave, or are dismissed, within 12 months. The Association • recommend that drivers should be responsible for the actual h.g.v. licence fee, as they are for their normal driving licences.

This advice is contained in a detailed h.g.v. leaflet which the NAFWR have sent to members explaining the scheme and the action they need to take. They recommend, for example, that employers should now draw up a register of the dates when drivers' current licences expire; should make certain that drivers know the traffic area in which they live, to avoid licence applications being sent to the wrong LA; lay in a stock of h.g.v. application forms (DLG 1); record which drivers can claim a licence without a test; complete certificates of driving experience for all drivers who are eligible; make sure that newly employed drivers have such a certificate from the previous employer; plan future h.g.v. training and testing requirements.,
