Mike Freeman, head of international affairs with the RHA, says: "Customs and Excise have made some modifications, but we don't find them acceptable.

"We object to hauliers having to pay for the restoration of their vehicles if they can demonstrate that they have forewarned the drivers against smuggling," he explains. "We also feel that first-time offenders should get their vehicles returned."

Freeman has written in reply to the recommendations and is expecting further proposals before Christmas.
