Which of the following most accurately describes the problem?

• An inquiry by the French transport department has blamed the deaths of 49 sheep in a truck on board the French SNAT ferry Fiesta on bad weather conditions during the crossing from Dover to Calais on 10 December.

However, the consignment of 190 sheep was earlier refused passage on a P&O ferry — P&O stopped livestock carriage after the 12:00hrs sailing because of the severe weather. The consignment was switched to the SNAT ferry and sailed at 14:15hrs. When the storm worsened the vehicle carrying the sheep broke from its chains, overturned and 44 sheep were killed. Five more had to be destroyed later.
