A fuel monitor, based at operators' vehicle refuelling depots, identifies individual drivers and vehicles by codes. Drivers access the system using coded cards, plastic keys, or making keypad entries — and fuel will not be released until the correct codes have been entered into the monitor.

Details of the date, time and quantity of fuel withdrawals are stored and downloaded into the main Monitronix computer once a week.
