Williams International of Jacomb Road, Lower Broad Heath, Worcester held an international licence for two vehicles and trailers. He was released from prison on licence to attend a Birmingham public inquiry.

Williams asked for the licence to be suspended until he was able to resume his business. He agreed that one of his vehicles had been involved in the smugging offence.

Revoking the licence on the grounds that Williams was no longer of good repute, Mervyn Pugh said that he was not making an order disqualifying him from holding or obtaining a licence.

The LA stressed that he did not believe in "kicking people when they were down", and said that when Williams was released from prison, hopefully well within the seven-year period, he would be free to ask him to consider if his good repute had been restored.
