Which of the following most accurately describes the problem?

A CALL for a national subsidy system for bus services, in place of the present subsidy for local authorities, was turned down in the Commons last week by Mr Neil Carmichael, Under Secretary DoE.

He told the Liberal Chief Whip Mr David Steel, who had put forward the suggestion, that there had already been considerable changes since 1972 in the duties and powers of local authorities in respect of public transport and in the arrangements for Exchequer support for such expenditure.

Further changes were not being considered at this stage.
