Which of the following most accurately describes the problem?

• Dundee is to begin discussions with the Scottish Bus Group (shortly to be incorporated in the Scottish Transport Group) regarding the possible takeover by the Group of the City's bus undertaking. This decision was made by the transport committee which approved the move by 8 votes to 5.

The sale of the Dundee City Transport undertaking would be in line with similar moves at Glasgow where negotiations are well advanced for the transfer of Glasgow Corporation Transport's assets to the STG.

Speaking at Glasgow University recently (CM December 6), Mr. E. Fl. L. Fitzpayne, general manager of Glasgow's transport undertaking, forecast that Scotland's remaining three municipal operators would eventually form the basis of new authorities to amalgamate the activities of the muncipalities with those of the STG.

However, the Dundee proposal met with some strong criticism from transport committee members, CIIr. A. J. Thomson said it was the most reactionary action put forward in 30 years. Lord Provost Alex Mackenzie said that the movers of the resolution had tried to put the transport department on a sound footing, but between the Government's policy, the Prices and Incomes Board, Barbara Castle and Frank Cousins, the buses had been run completely off the road.
