Which of the following most accurately describes the problem?

OLLOWING the delivery to Rangoon. Burma, of 35 Australian-made International AS-160 vehicles, powered by Perkins P6 engines, a new refuse-disposal system has been introduced in the city. The vehicles, which were produced by the Fowler Engineering Co. Pty., Ltd.. Melbourne, have hydraulic hoists which are used to load skips placed at various points. At the tip, the skips are extended over the rear of the vehicle and the hinged bottoms are opened.

When empty, the skips are returned to the carrying position to be taken back to the city. An empty skip is then put down and a full one, containing about six tons of wet rubbish, picked up for disposal on a shuttle system.
