Mr. T. Anenryn Rees, town clerk of Merthyr, in a report in regard to petrol purn.ps on highways, says If the owners of petrol pumps erected on the highway be given proper notice to remove them they must comply with the terms of such notice. They can, however, erect a pump on their private property and supply petrol by a loose delivery pipe, as and when required, across the footway to cars drawn up to the edge of the kerb, but such pipe must be carried at a height greater than 8 ft., as provided by the Town Police Clauses Act, 1874, section 28. This would not .prevent 'other proceedings being taken if the pipe were, in fact, a nuisance."
