Which of the following most accurately describes the problem?

Our correspondent "Ulsterman " says that the Ulster Government has decided to introduce, early in 1928, a Bill legalising petrol pumps on the sidepaths in Northern Ireland.

For some considerable time the Ulster Government has been urged to grant a rebate of licence duty on old cars, so as to enable such cars to be put into commission again on an economic basis, and to issue a 112 trade numberplate of general application instead of the present 15 (limited) and 125 (unlimited) plates, but the Government has not yet made up its mind on this matter.
