Which of the following most accurately describes the problem?

Frank U. Detson (Leeds), Ltd., held its annual dinner at Powolny's Restaurant, Leeds, one day last week. As usual, there was a large attendance, comprising Mr. F. H. Dutson and various members of his staff and prominent members of the trade, in all over 200 guests.

The toast of "The Guests" was proposed by Mr. C. D. Blakey, A.I.S.A., and was responded to by Mr. James I. Stonehousc, whose remarks were very interesting, as he dealt with the system of motor taxation and made reference to the proposed new Road Traffic Bill.
