Which of the following most accurately describes the problem?

• Waste carriers in Lancashire fear massive cost increases from 1 September, when the region's biggest tip operator changes its pricing structure.

Lancashire Waste Services was set up by Lancashire County Council to take over its waste collection and disposal services. It intends to charge Z13.40 per tonne for tipping, and John Field, secretary of the Skip and Tip Owners Association, says this could triple the cost of emptying a three-tonne skip at former council tips.

"We feel that this is a deliberate attempt by Lancashire Waste Services to close down many skip operators in order that they can increase the demand for their own waste collection service," says Field.

Lancashire Waste Services technical director Terry Bradley denies this.
