Which of the following most accurately describes the problem?

SILENT MESSAGES • A silent vehicle radio system which transmits written rather than audible messages is being launched in London by Storno. The system displays messages on a small electronic display screen and can be programmed so that a driver can send complete routine messages such as "job completed" at the press of a single switch.

By linking the system to a central computer a user can keep track of all its vehicles fitted with the equipment. A microphone and loud speaker can be fitted to the radio for occasional use, but Storno claims the "Silent Messenger" system is faster and more reliable.
