Which of the following most accurately describes the problem?

GREATER Manchester County Council's transport strategy committee is urging priority for a new stretch of road from Blackfriars Road to Jubilee Street in Salford.

This will form part of the proposed Western inner relief route and is designed to end severe bottlenecks and improve access to industrial areas.

Overall cost will be about £7.2m, about £500,000 in the first year, the committee was told. The scheme might have to take its chance with other road improvements if the Government decided to cut back on the money the GMC can spend in the coming year, but the committee would like to see a start in 1984.

Among other capital schemes in a list agreed is a proposal to improve access to Manchester Airport.
