Which of the following most accurately describes the problem?

THE National Bus Company should put more effort into the development of cross-country express services and withdraw from direct competition with Inter-city rail routes. That is the view of Transport 2000 given in reply to the Government consultation paper on transport policy.

Bus licensing should be controlled by local committees with full consumer representation, says the reply. Also subsidies must be maintained to avoid further loss of traffic.

NBC company boundaries should be matched with those groups of counties to help with better co-ordination, says the group. A more flexible attitude to licensing must take into account the need for service continuity as smaller new operators may not have the resources or inclination to sustain services over a period.
