Which of the following most accurately describes the problem?

OPublished alongside is the first contribution in a weekly series which Ralph Cropper, M.Sc(Econ), BA, FCIT has agreed to write for Commercial Motor, dealing especially with matters of interest and importance to hauliers.

Mr Cropper is well-known in RHA circles (he is currently vice-chairman of South London sub-area RHA and member of the Metropolitan area committee) and was last year's RHA essay winner with an entry on "Staff relations in road transport"; he has written knowledgeably on transport subjects for a number of years. He runs Conquers Transport, is also managing director of Transport Counsellors Ltd, which involves him in consultancy and traffic court work, and has had long experience of such specialist traffics as meat and agricultural produce.

We believe readers can look forward to a lively and controversial column each week, written by someone who is right in the thick of road transport day by day.
