LA probes applicants' financial resources

• The Yorkshire Licensing Authority, Maj-Gen. Sir John Potter. said at Leak on Wednesday that he was prepared to grant operators' licences to applicants on condition that they could produce evidence that they had the financial resources to maintain their vehicles.
The first application to be heard was by Mr A. D. Walker, of York, who had applied for an 0 licence for one vehicle. The court heard that the vehicle had been examined and found to be in good condition, but no evidence regarding maintenance had been given on application.
Mr Walker said that he would be employed by United Returning Services Ltd, which would carry out all repairs and deduct the cost from his monthly salary. He went on to say that it would be up to him to maintain the vehicle and if this was not done the vehicle would be reclaimed by URS.
The LA stated that if a letter could be produced from URS saying that this was the case the licence would be granted as applied for.
A similar decision was taken by the LA in the second case when Mr P. J. O'Neil applied for an 0 licence to cover one vehicle and one to be acquired. The LA heard that Mr O'Neil's vehicle had been inspected and found to be in a reasonable condition though no evidence Concerning his financial arrangements had been returned with his application form.
Mr O'Neil told the court that he had bought the vehicle and had £250 in the bank which could be used to cover immediate repairs and replacements. The firm by which he would be employed had given him permission to make use of its maintenance facilities which included a garage comprising pits, tools, equipment and fully qualified mechanics.
Sir John told Mr O'Neil that if he could produce a copy of his bank statement to substantiate his claim the licence would be granted.
