Which of the following most accurately describes the problem?

• Two companies, W.W. Evans Ltd and Bowen Haulage Ltd, both of Sutton Place, Hackney, appeared before the Metropolitan LA last week under Section 69 as a result of convictions passed against the two companies at the Old Bailey last November.

Fines totalling £13.000 had been imposed on the companies and drivers after drivers' hours and records offences had been considered in connection with conspiracy proceedings.

At the Section 69 inquiry no action was taken against Bowen Haulage but W.W. Evans had its licence reduced by the removal of seven vehicles from its authorization to operate 12 vehicles.

Giving his decision the LA, Mr D. I. R. Muir, said that the companies could not apply for additional vehicles for another year.
