Which of the following most accurately describes the problem?

• A minicoach built to carry 12 adults or 15 children was found to be carrying 23 child passengers when a check was made in Leeds Road, Bradford.

This was stated at Bradford magistrates' court last week when Stephen Arthur Williams, the 36-year-old driver of Odsal, Bradford, pleaded guilty to carrying more passengers than permitted, causing the vehicle to be used as an express carriage without a public service vehicle licence, and causing it to be used other than under a road service licence. He was fined a total of £15.

Mr Geoffrey Gostick (defending) said his client took children from Tyersal Estate to St Peter's School, Bradford. He had applied for a psv licence at the time, hut owing to the postal strike there had been delay in granting it.
