Which of the following most accurately describes the problem?

• Norwich City bus services have not been seriously reviewed for upwards of 30 years, said Mr C. R. Kaile for Eastern Counties Omnibus Co. Ltd before the Eastern Traffic Commissioners in Norwich this week.

The Commissioners were hearing objections from Norwich City Corporation to the completely restructured services introduced by Eastern Counties on a 56-day licence granted in early July.

Mr Kaile said that many factors had contributed to the need for a complete reappraisal of city services. Of paramount importance was the precarious financial position of the company and the fact that passenger usage had reduced considerably. In 1956 passengers totalled 41fm; by 1970 this had reduced to 24.9m. This was the background against which the company had, decided there had to be major changes. Before introducing the services the company had promoted a public exhibition to announce the new proposals and most of the objections arising had been dealt with to the satisfaction of the objectors. The revised plans had also been accepted by the City Fire Service and licensing committee who recommended the council to accept this plan. This the Council had not deigned to do. and decided instead to object to the proposals in total.
