Which of the following most accurately describes the problem?

• Derbyshire county council has announced that it is to conduct a study on the effects of heavy goods vehicles on roads in its areas, and two sites for a pilot scheme have already been chosen.

The county highways committee proposes to hold a census on roads in the quarry area to the south east of Buxton and at the Stanton Iron Works, situated on the Derbyshire-Nottinghamshire border.

A highways committee official told CM that it was anticipated the study would show an increasing need for the DoE to allow grant aid for improvement schemes based on environmental considerations in areas such as the Peak Park.

The county council feels that grant aid to include certain routes to which heavy traffic would be confined could substantially protect the environment in the Park and similar countryside areas. However, pending the outcome of the study, the highways committee proposes to impose some weight restrictions on selected roads.
