Which of the following most accurately describes the problem?

• The Birmingham councillor who persuaded the city council to ban experimentally, night and weekend heavy vehicle parking earlier this year, in Kingstanding and Bordesley. is now calling for the ban to be extended to other areas of the city.

ClIr Ken Barton wants a similar restriction to cover Stechford and Erdinaton. The councillor said that the first order had been received with praise by the local residents but now residents in other areas were complaining of an overflow of lorries being parked outside the restricted area.

Also in the Midlands, a campaign to ban heavy vehicles, immediately, from the to'wn centre at Stratford-upon-Avon, has failed. The DoE has told the Chamber of Trade who, with the support of local MP. Mr Angus Maude. organized the campaien, that the scheme would involve a long legal procedure with time allowed for objections. The Department's divisional road engineer did, however, agree that it was a matter of some urgency.
