Which of the following most accurately describes the problem?

• Fife County Council's roads committee is to support a proposal by an independent minibus operator to run services to the Pitteuchar and Newcastle areas of the new town of Glenrothes. The application to the Traffic Commissioners is to be made by Mr Raymond Abercrombie, backed by the committee.

W. Alexander and Sons (Fife) Ltd had been asked to serve the two areas, the county traffic officer reported. and if the council supported the minibus proposal this could be tantamount to letting the cream go to an outsider. He warned that the company would probably retaliate. The committee agreed. however, to support the applicant at any hearing.

If the application was granted, this would be the first example of an independent minibus operator being allowedto run services inside a new town in Scotland.

Over the years of the development of Glenrothes, and other new towns in Scotland, writes a special correspondent, there have been innumerable disputes between the local residents and the nationalized bus companies on the question of an adequate level of service. Lack of staff and strike action increased these disputes and recent withdrawals of services in rural areas have now created a background against which minibus operators might well break into the more populous routes, with the new towns as the obvious starting point.
