Which of the following most accurately describes the problem?

AT the start of the hearing of an application at Birmingham last week by Federated Road Transport Services Ltd. to add six vehicles on A licence to their 12-vehicle fleet at West Bromwich, it was announced that the number of vehicles sought had been reduced to two and objections by British Road Services and British Railways had been withdrawn.

Mr. Norman Carless, for the applicants, said that his clients had 69 vehicles licensed in other traffic areas. The business of Federated had continually grown since 1961. but there had been no increase in Aand B-licensed vehicles. However, two vehicles had been licensed on Contract A. In 1961-2 the vehicle earnings were £34,000 and it was estimated that by a30 the end of the current financial year there would be a rise to £60,000.

The managing director of Federated, Mr. J. Kerby, said that considerable difficulty was being experienced in meeting customers' needs. Customer witnesses said they wanted more service from Federated's own vehicles, rather than hire transport.

The application was granted for vehicles not exceeding 10 tons with dropside trailers not exceeding 4+ tons, with a normal user of: "Mainly metal and metal products, manufactured goods, minerals, timber, building materials, London, Home Counties. South Wales, Midlands, Lancashire, North East coast, North West Yorkshire and Scotland."
