Minister Margaret Thatcher to protest that Transport Minister Peter Bottomley will not let him advertise his roping and sheeting safety training courses in Britain's 73 HGV test centres.

The Government says that private companies cannot advertise in test centres because demand would overwhelm available space, but Kelly says his courses are safety rather than profit-motivated.

Several test centres and traffic offices including Eastbourne and Manchester say they would like to promote Kelly's training courses but are prevented from doing so by Dip red tape. Kelly is seeking the RTITB support.
