Which of the following most accurately describes the problem?

A NEW EEC directive that will require heavy goods vehicles to be fitted with an underrun bumper is to be published at the end of the year.

The new directive will specify that the bumper must not deform more than 400 mm from the rear of the vehicle and informed sources say that the regulation is being written to allow the fitting of a solid bar as many trailers have at present.

Under the rules the bumper will have to be capable of withstanding a 10 tonne force under specified test conditions.

Bumpers such as the Quinton Hazell underrur bumper that has already won the AA Gold Medal will be covered by the regulations.
