Which of the following most accurately describes the problem?

THOUGH THE British Steel Corporation estimated a loss of E50m in January and February resulting from rail and road haulage disputes and bad weather, it was difficult to say how much the road haulage dispute accounted for, said Under Secretary for Industry Les Huckfield in the Commons.

Michael Marshall (Tory, Arundel) noted that the figure Mr Huckfield had given was higher than that given in January, and wondered if any further "slippage" was expected.

He said that 72,000 tonnes of steel were currently held up at Felixstowe docks, and had been since the end of January.

Mr Huckfield asked Mr. Marshall for more details.
