Which of the following most accurately describes the problem?

FOR the benefit, in particular, of members of the town council, Mr. F. Lythgoe, general manager of Middlesbrough Transport Department, has obtained the results of an investigation into municipal fares, which reveal that !hose charged by his undertaking are far below the average.

For example, a passenger can travel 1.40 miles for Id„ 2.10 miles for lid.. and 3.39 miles for 2d. on Middlesbrough buses. The average stages given by the other 85 authorities concerned in this review range from exactly one mile per ld. throughout the scale (li miles for lid., two miles for 2d., etc.), ta 0.29 mile far Id.. 0.74 mile for lid. and 1.24

miles for 2d. .

As far as the 2d. and lid. tickets are concerned. Middlesbrough is again exceptional in its charges, for the nearest approach to the undertaking's 2.1 miles for lid. and 3.39 miles for 2d., is one which offers 1.9 miles and three miles respectively at these rates. Even these are exceptional, the majority of municipal undertakings offering less than Ii miles for lid.,.and less than two miles for 2d..

Middlesbrough has not applied for. and does not appear to he contemplating, increased fares. Only 12 other undertakings are in the same position, 59 ofthose included in the review having already modified their rates and 14 having outstanding aPpliCations. By far the most extraordinary fare charged by any such undertaking would appear to be the children's return offered by Middlesbrough, by means of which a schoolchild can travel any 2d. stage for Id. return. Thus, as the maximum journey in the corporation area is 7.05 miles, a child can travel 14.1 miles for Id.

Twopence is the maximum single fare charged in Middlesbrough. although there are workmen's returns up to 6d.. which offer 16.56 miles. On a 6d. fourjourney ticket, anyone travelling before 9 a.m. can cover 19.6 miles. In the year ended March 31, 1950. Middlesbrough made a profit of 153,000 on the 76 hoses it then operated. All but two of this number are double-deckers, and the whale fleet is powered by oil engines,
