• Frank Bocking and his company, Redway Coaches of Leigh in Lancashire, have won a new four-vehicle PSV 0licence from North West Traffic Commissioner Martin Albu only seven months after Albu revoked the previous PSV licence, saying Bocking was not of good repute.

In January Albu revoked Bocking's seven-vehicle licence and refused his renewal application (CM 14-20 January). On appeal, however, the Transport Tribunal directed that the case be reconsidered by the commissioner because of procedural errors.

Vehicle examiner Alan Singleton said the operating centre was shared with Monks European Tours. He referred to seven immediate and five delayed prohibitions imposed on Redway vehicles since 1984.

Two previous public inquiries had resulted in Redway's licence being revoked and new licences issued for periods of one year and two years.

There had been a history of failure to comply with under takings in relation to maintenance and of non co-operation, said Singleton.

Consultant engineer Robert Widgery, a a partner in Transport Technical Services, said his firm had agreed to carry , Out inspections at six-weekly intervals and that he was happy with the standard of repairs carried out by Bocking, If Backing failed to comply with the terms of the contract, however, the commissioner would immediately be notified in writing.

Albu said there was a long history of problems stretching back over a number of years, and that Bocking had appeared to have taken little notice of what had been said to him at previous public inquiries. He said the revocation of the existing licence was fully justified.

In granting a new licence for one year, Albu warned that the conditions of the licence required an operator to keep the Traffic Area Office up-to-date with all changes of circumstances, including any vehicle changes.
