PROPOSALS for regulating the use of recovery vehicles have been submitted to the Secretary of State for Transport by the Association of Vehicle Recovery Operators.
Recognising that a 24-hour public service cannot be run under existing drivers' hours regulations, AVRO proposes a new set of regulations based on blue and white registration number plates similar to trade plates.
It suggests annual plating and testing regulations based on gradeability rather than brake horse power per ton, and a parallel system for annual safety certificates for lifting and towing gear.
The special blue and white recovery plates — in addition to normal registration numbers and test certificates — would be issued annually to maintain standards_ These moves follow suggestions aired at this year's CM Wreckers' Conference, among 'them one from CM editor lain Sherriff who proposed a system of R-licences along similar lines to 0-licensing for heavy goods vehicles.
AVRO's moves are intended to improve its public image.
