Which of the following most accurately describes the problem?

Fred Garrett is reported as stating that drivers having no job are having to pay the sum of £70 for training. I think they should; after all, I'm having to pay it out of £10 per week wage —there's no living as a lorry driver given to me, so I think anyone in the same position as me ought to pay. They must do as I have had to, take a job in a different line until they have saved enough. The DoE will not alter their policy on giving anyone a job on transport if they want work in this line. That is out of the question. So long as you have got a job they are not going to bather.

I have been to firms asking for a job as a driver, but they don't want to know.
