Which of the following most accurately describes the problem?

• The general haulage operations of P & O Road Services (whose fleet includes the Jones and Thomas Allen bulk liquid tankers previously run under the Coast Lines banner) are to be expanded and reorganized. Several companies are being amalgamated to form larger operating units.
