Which of the following most accurately describes the problem?

SOME red faces at the Ministry, I hear. It has just been discovered that if the vehicle noise regulations are enforced from January 1 next year there is likely to be chaos on winter roads when the snow comes.

The reason: the ploughing and gritting machinery clatter on MoT vehicles when combined with the engine and exhaust noise puts many of these types way over the limit. I think we can expect some new exemptions written into the regulations. But what about exemptions for exhaust brakes in use? A much more sensible move.

While on the topic, I'm still being passed on the road by new examples of you-know-what model, making a dickens of a din. The Ministry knows about them, so the makers and operators surely cannot be hoping that a blind eye (or very deaf ear) will be turned to them.
