Which of the following most accurately describes the problem?

HOW'S this for a tricky short-distance movement (at Esso's Mode Wheel Terminal, Manchester)? With the aid of a segmented rubber skirt devised by Hovercraft Development Ltd. air was blown under a 50ft-high, 30ft-diameter oil tank and the load towed 300 yards to a new site.

Using a pressure of about 60lb per sq. ft. the tank was lifted about 10in from the ground—enough to negotiate two rough stretches of ground, a road and a railway line. Operation was performed by Pynford Ltd., now negotiating other tank moves using the air-cushion method.
