DROSPECTS of a new era in the certification of passenger vehicles are opened up by a provision in the new Road Traffic Bill (Northern Ireland) which passed its second reading recently.
Psv inspection has long been compulsory in Ulster but if the Bill is enacted the requirement will be extended to cover all large passenger vehicles even if they are not operated for hire or reward, so that even minibuses will come under the eagle eye of the examiners.
It's an example that could easily be followed elsewhere. Most operators have thoroughgoing maintenance systems and it really is a trifle odd that vehicles can later pass into more or less amateur hands and be run with no check on their condition.
