Which of the following most accurately describes the problem?

The Ministry of Transport recently arranged for a census of main-rand traffic to be taken in Llandudno. This was effected during the period from August 10th to 16th. Returns which have just been compiled show that there has been a great increase in the volume Cif traffic in the town since 1922, when 040 the last census was taken during a corresponding period.

The census was taken at points in Conway and Colwyn Roads, and in making out the returns purely local traffic has been ignored. In Conway Road it was found that the daily average of vehicles passing a given point was 2,965 as against 1,554 in 1922, and in Colwyn Road 3,174 as against 1,880. These are figures dealing with gross traffic, but the daily average of mechanically propelled vehicles passing each point was 2,387 in Conway Road and 2,840 in Colwyn Road, or more than double the 1922 fignres.
