Which of the following most accurately describes the problem?

The highways committee of the Lancashire County _Council reports that it has received an application for the closing of Eccleston Street, Prescot, to heavy motor traffic. Eccleston Street is a district road commencing at a junction with a class H secondary road, terminating at a junction with the Warrington and Manchester road, and running parallel with the Liverpool and Manchester main road.

Traffic returns show that 2,994 motor vehicles of all types, including 329 heavy commercial vehicles, passed along this street in seven days of 16 hours each, the greater number of which were making through journeys between LiverPool and Warrington. At the point where these statistics were taken, the carriageway is only 15 ft. 10 ins. wide.

The committee recommends that application be made to the Ministry of Transport for an Order under Section 7 (4) of the Roads Act, 1920, prohibiting or restricting the driving of heavy motor, vehicles on the road in question.
